"Skills"
When units gain enough experience they gain a level. Two random upgrades are choosen from a pool of available upgrades, the player may choose only one of these upgrades. Every unit have own table which contains up to 6 upgrades per level (usually 4-5 on first level up, and then every new level adds 2-3 upgrades to the total pool).
Table with upgrades is based on unit. For example, Healer can get only +1 attack upgrade total, while Barbarian can get single +3 Attack upgrade at level 8. Melee units cannot get range attributes (ranged attack, range and ammo), if they don't have such attributes initially, like Barbarians or Spearmen.
You can estimate general direction of upgrades by unit's description, like Swordsman would be armored counterattack-based tank, Orc would be bulky attack-based damage dealer.
"Level 100 is unattainable in game and is specified only for a unit potential assessment"
"Similar units" - units that are acceptable by the quest employer for the "monster killing quests".

"A way of obtaining a 'fortification in the province of race X'" - if you build an outpost (fort, citadel, fortress, castle, or or orcish outpost - the higher the level, the more advanced units you can get) in a non-human province, you can hire a random hero unit of that race. An alliance is not necessary for such recruitment. This unit has a random medal and does not require a higher pay as a mercenary.
